The COG makes sure the Charter is

their authority. They also serve as 
an observer during hearings, assisting
Garrison personnel with procedural 
matters, ensuring the accused has a 
fair trial, and assessing the 
prescribed penalty for fairness 
and consistency with other Garrisons.
